Public Sector Video Production for the Fresh on the Menu App

In South Carolina, food is more than an industry. It reflects culture, identity, and a major economic engine that supports communities across the state. Agriculture and food production contribute tens of billions of dollars each year and support hundreds of thousands of jobs. For initiatives of this scale to connect with everyday people, they need more than statistics. They need clear, human-centered storytelling that makes participation feel accessible and relevant. This project demonstrates how public sector video production can help large initiatives connect with real people.

That was the challenge behind the Certified SC Grown and Fresh on the Menu initiatives led by the South Carolina Department of Agriculture. The goal was not simply to promote local agriculture. It was to drive awareness and adoption of the Fresh on the Menu App, a consumer-facing platform designed to help diners discover restaurants, chefs, and food trucks that source locally grown ingredients.

Lunch + Recess partnered with the South Carolina Department of Agriculture to translate a statewide public initiative into an engaging visual story. Rather than focusing on policy or process, the approach centered on people. Chefs working in their kitchens, food trucks serving local neighborhoods, and restaurants bringing fresh ingredients to the table formed the backbone of the narrative.

Strategic Approach

Through on-location production across South Carolina, Lunch + Recess created video content that highlights the energy, pride, and culture behind the Fresh on the Menu program. The storytelling was designed to feel approachable and appetizing, encouraging viewers to explore the app and engage with the broader Certified SC Grown ecosystem.

This video is one of several produced as part of a larger campaign supporting the Fresh on the Menu platform. Together, the content helps bridge the gap between a government-led initiative and real-world behavior by making it easier for people to discover local food and support local businesses.

The project required public sector video production that balanced clarity, accessibility, and cultural relevance.
